China. Belgium and Neutrality.

Te may say that it is very plucky of her to resist with

force an agression upon her neutrality, and at the same time we

can question the wisdom and self-interest of such action.

Therefore, France and Russia would not be the ones to initia

te violation of Belgium's neutrality, for it would not be to their

INTEREST to do so. The interest of France and Russia would be

served by keeping Belgium neutral, or if they could not keep her

neutral to have her on their side. In considering Germany's act-

ion, and criticisms passed upon it, one cannot help reflecting

about what action her opponents would have taken toward Belgium

had the strategical conditions in the first stages of the war

turned the other way. Perhaps an answer to that thought can be

found in treatment of China.

One may say - it has been said by Governments which objected

that Bel- to Belgian territory being included in the war zone -

gium could have taken no assurance from such promises; that

GERMANY at least, had she been the victor, would have repudiated

her promises and annexed all or part of Belgian territory.

cannot know what credit to allow promises so given, but on their

face they seem to be at least as worthy of credence as similar promises given to China about both Manchuria at the time of the

Russo-Japanese war, and about Shantung and Kiachou DOW,
